On July 21, the Guangdong Provincial Administration for Market Regulation released the “Implementation Opinions of the Guangdong Provincial People’s Government on Implementing the ‘Metrology Development Plan (2021-2035)’ (Draft for Comments)” (hereinafter referred to as the “Implementation Opinions”). The comment period runs from July 21 to August 25, 2022. The Implementation Opinions propose that by 2025, Guangdong will have made significant progress in building a modern and advanced measurement system, and the role and importance of metrology in various economic and social sectors will continue to become more prominent. The level of metrology science and technology continues to improve. We are establishing first-class metrological instruments domestically, overcoming a number of key metrological testing technologies that fill domestic gaps, building a number of innovation bases for metrology technology and advanced measurement laboratories, promoting the establishment of a National Market Regulation Technology Innovation Center and key laboratories, and cultivating and developing a group of renowned metrology experts. The capacity to provide metrological services continues to strengthen. A number of industrial metrology and testing centers that play a vital role have been established, a group of instrument and meter enterprises with core competitiveness have been cultivated, and a number of metrological technology institutions with leading comprehensive strength domestically have been built. The metrological supervision and management system is being steadily improved, with a regulatory framework being established to meet the needs of development. A new type of metrological supervision model that operates effectively has been put in place, and the level of digital and intelligent metrological supervision continues to rise. The mechanism for coordinated metrological development is also continuously being refined and enhanced. By 2035, Guangdong will have established a modern, advanced measurement system centered on quantum metrology—characterized by world-class technological standards, alignment with the demands of contemporary development, and compliance with global trends in internationalization—thus significantly enhancing its contribution to economic and social development. Regarding strengthening basic research in metrology, the “Implementation Opinions” propose: (1) Strengthen research on metrological fundamentals and cutting-edge measurement technologies.
Conduct research on the mechanisms and policies of metrology, and strengthen original innovation in fundamental metrological theories and cutting-edge measurement technologies. Actively participate in the national “Quantum Metrology” initiative, focusing on quantum redefinition of the International System of Units, quantum sensing, quantum precision measurement, as well as embedded, chip-level, and miniaturized metrology. Standard The key research areas in quantum metrology will be incorporated into Guangdong Province’s decade-long “Zhuoyue” Plan and its subsequent initiatives, enabling breakthroughs in a number of critical quantum metrology technologies. Relying on the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center, we will carry out forward-looking research on precision measurement technologies in fields such as artificial intelligence, biotechnology, new materials, new energy, advanced manufacturing, and next-generation information technology, thereby achieving breakthroughs in a number of urgently needed precision measurement technologies. (2) Conduct research on new traceability technologies for metrological values and key common metrological testing technologies.
In the provincial key area R&D program, a special focus area titled “Metrology Science and Technology Research and Application” will be established on a regular basis to support research into new technologies related to the traceability and transfer of measurement values, including accurate measurement of comprehensive parameters, online metrology, remote metrology, digital simulation-based measurement, industrial Internet of Things, cross-scale measurement, and integrated metrology for complex systems. We will also carry out research and application of key technologies for functional safety assessment of metrology software. Furthermore, we will strengthen research into new sensing technologies characterized by high precision, integration, miniaturization, and intelligence, and tackle core critical components and technologies for advanced metrological testing instruments and equipment. Finally, we will conduct research and application of intelligent and networked technologies for metrological primary standards, standard substances, and standard reference databases. (3) Conduct research on the digital transformation of metrology.
Actively participate in the development of the digital International System of Units and promote the use of digital calibration certificates. Establish the Guangdong Province Metrology Data Center to enhance the aggregation, analysis, and utilization of metrology data, and foster the integration, sharing, and application of metrology data across industries and fields. Deepen the collection and application of metrology data in areas such as life and health, equipment manufacturing, food safety, environmental monitoring, climate change, and energy resources, as well as in our province’s strategic emerging industries, thereby driving innovation in metrology data and actively applying for the establishment of metrology data construction and application bases. Promote the formulation and revision of metrology data standards and specifications, and facilitate the safe and orderly flow of metrology data. (4) Continuously optimize the innovation ecosystem for metrology technology.
Relying on provincial universities, the Shenzhen Institute of Technological Innovation of the Chinese National Institute of Metrology, the South China National Metrology and Testing Center, and other research institutions, we will establish a National Modern Advanced Measurement Laboratory. Leveraging leading enterprises, research institutes, and universities within the province, we will set up a number of innovation bases for metrological technologies. We will support the establishment of technology innovation centers, key laboratories, engineering technology centers, and new R&D institutions—innovation platforms—by metrological technology institutions with regional advantages. We will also support the construction of incubators for metrological technology enterprises and promote the commercialization and application of metrological technology achievements. Furthermore, we will issue policy documents to encourage professional technical personnel from metrological technology institutions to engage in part-time innovation and start businesses while remaining employed, thereby stimulating their enthusiasm for innovation and entrepreneurship. Regarding the development of key service sectors, the "Implementation Opinions" propose: (1) Supporting advanced manufacturing and quality improvement.
Implement the Manufacturing Metrology Capacity Enhancement Project and establish a batch of metrological standards urgently needed for the development of advanced manufacturing in our province. In Guangdong Province’s strategic pillar industry clusters, strategic emerging industry clusters, and modern service sectors, set up a number of industrial metrology testing centers and alliances. Actively participate in the National Initiative for Enhancing Industrial Metrology Infrastructure and the Industrial Foundation Strengthening Metrology Support Program, fully leveraging the technical support and safeguarding role of metrology in foundational components (parts and devices), foundational materials, and foundational processes. Relying on the Shenzhen Branch of the National Metrology Science Data Center, conduct research to establish an industrial metrology database for Guangdong Province, and strengthen the collection, management, and application of metrology data in the industrial manufacturing sector. (2) Supporting the development of high-end instruments and precision manufacturing.
Strengthen the research, application, and promotion of key core equipment for metrological reference standards, high-end general-purpose instruments and equipment, specialized metrological instruments and meters, and sensors. Formulate and implement supportive policies for the domestic high-end instrument and meter industry, and promote independent controllability of critical metrological equipment. Establish the National Market Regulation Technology Innovation Center (Intelligent Optoelectronic Sensing) to advance the research and application of related sensors. Implement a quality enhancement project for instruments and meters, and reinforce the fundamental role of metrology in the R&D, design, testing, manufacturing, and use of instrumentation and equipment. Actively participate in the development and promotion of metrological testing and evaluation systems for instruments and meters. Focus on establishing industrial clusters for instrument and meter development in Guangzhou, Shenzhen, Zhuhai, and Foshan, and cultivate domestically produced instrument and meter brands with core technologies and competitive advantages. (3) Supporting the development of artificial intelligence and intelligent manufacturing.
Promote collaboration among provincial metrology institutions, the Guangdong Provincial Laboratory for Artificial Intelligence and the Digital Economy, the Shenzhen Institute of Artificial Intelligence and Robotics, and other innovative platforms to establish the Guangdong Provincial Metrology and Testing Center for the Artificial Intelligence Industry. Strengthen research on the fundamental theories, evaluation methodologies, and key common metrological technologies underpinning artificial intelligence; develop reference datasets for evaluating the performance of AI systems; and formulate a comprehensive framework, interfaces, methods, standards, and specifications for AI metrology. Support the use of AI technologies and tools to enhance traditional metrological calibration capabilities. Focus particularly on research into critical metrological testing technologies for key components—including mechanical systems, control systems, and drive systems—of industrial robots, as well as for the overall performance of complete robotic systems, thereby providing comprehensive metrological services for smart manufacturing, intelligent transportation, smart security, smart homes, intelligent robotics, and autonomous driving. Promote the concept of smart metrology, support the development of industrial metrology clouds, and encourage enterprises to upgrade and智能化 their metrological testing equipment, thus facilitating the construction of smart factories. (4) Serve the construction of Digital Guangdong.
Focusing on the digitalization of services and the industrial digitalization, we will strengthen the development of digital quality infrastructure—including time and frequency standards and distributed, reliable time synchronization systems—while intensifying research into key digital metrology technologies such as trustworthy and precise timestamps. We will prioritize breakthroughs in critical digital metrology and traceability technologies for fields like the Internet of Things, vehicle-to-everything (V2X) networks, and the industrial internet. Centered on measurement values, we will enhance the metrological traceability capabilities of digital terminal products and smart terminal products. Furthermore, we will bolster the metrological traceability of measurement values for sensing terminals used in digital government applications, ensuring the accuracy and reliability of measurement values involved in government oversight and public services. (5) Serving the rural revitalization strategy.
Relying on agricultural research institutions, universities, and technology extension organizations within the province, we will authorize the establishment of metrology stations specialized in the agricultural sector, thereby strengthening metrological traceability and scientific research in the agriculture and rural development fields. We will also enhance the development of agricultural-related metrological standards to provide metrological technical support for initiatives such as digital agriculture, stable production and supply of agricultural products, and the advancement of precision agriculture. We will launch “Metrology Technology Services to Rural Areas” campaigns, offering comprehensive metrological services covering all stages of agricultural production, including the procurement and sale of agricultural inputs, the purchase of agricultural products, and agricultural e-commerce. We will reinforce metrological safeguards for rural livelihoods and intensify metrological oversight of agricultural-related materials. We will support the rapid development of testing reagents in the agricultural sector, formulate and implement policies to provide support for reference materials used in detecting heavy metal contamination in both production areas and agricultural products, as well as residues of agricultural and veterinary drugs, thereby promoting the growth of related industries. We will strengthen financial support and, based on actual needs, offer free verification and calibration services to enterprises and institutions in the seed industry, thus contributing to the revitalization of the seed industry. (6) Enhance the capacity for metrological support of land and spatial resources.
Establish and improve a metrological assurance and supervision system for the marine sector; conduct research on metrological testing technologies for maritime satellite navigation equipment and marine instruments; enhance metrological support capabilities in areas such as three-dimensional marine observation, ecological early warning, deep-sea climate change studies, and biodiversity monitoring, thereby supporting the development of marine power provinces. Establish a regional meteorological metrology laboratory comparison center in South China to boost meteorological metrology capacity and provide support for the construction of the South China Sea marine meteorological observation project. Strengthen the development and maintenance of surveying and mapping metrology standards to promote quality improvement in the surveying and mapping industry. Cultivate and establish metrological data application bases or public service platforms in fields such as the BeiDou navigation and positioning systems. Intensify research on traceability techniques for measurement instruments used in soil and water conservation monitoring equipment, formulate metrological technical specifications, and gradually achieve comprehensive value traceability.
