In 2021, the provincial industrial and information technology system thoroughly implemented the important speeches, instructions, and directives of General Secretary Xi Jinping on Hunan Province, earnestly carried out the national big data strategy, and, in accordance with the plans laid out at the 12th Provincial Party Congress, fully leveraged the multiplier effect of big data. The deep integration of big data with the economy and society accelerated, providing strong support for building Hunan into a major national hub for advanced manufacturing and for constructing a digitally-driven Hunan Province. The relevant details are hereby reported as follows:
I. Basic Information
In 2021, the province’s big data industry reached a calculated scale of 91 billion yuan, representing a year-on-year increase of 30%. Focusing on promoting the digitalization of industries and the industrial application of digital technologies, and centering on the entire lifecycle—from data collection and annotation to storage, transmission, and application—significant progress has been made in building a modern big data industry system that is highly innovative, boasts high added value, and is independently controllable.
1. Breakthroughs have been made in the development of factor markets. In accordance with the spirit of relevant national documents, we are steadily advancing the development of big data trading markets, supporting pilot programs for application-oriented data trading markets, and exploring the launch of derivative products based on big data. The Hunan Big Data Exchange has officially been established in the Tianxin Economic Development Zone of Changsha City. The exchange has developed, launched, and released 103 tradable data products, covering application sectors such as finance, insurance, logistics, and geographic information. Our focus will be on exploring ways to establish a value system for data elements, refine market rules for data factors, and enhance the role of data factors in resource allocation.
2. The construction of data centers is accelerating its deployment. Data centers have become a key focus of the province’s new infrastructure development, providing computing power and technological support for the digital transformation of various industries and sectors. This has sped up data flows, promoted data collaboration, and driven data innovation. Currently, the province has 47 data centers under construction or already in operation, with a total rack capacity reaching 150,000 racks—a 37% increase. Among these, there are 5 ultra-large data centers, 7 large data centers, and 35 medium- and small-sized data centers. Ultra-large and large data centers account for 82% of the province’s total rack capacity, and the 13 data centers in Changsha together account for 41% of the province’s total rack capacity put into operation. The Changsha Yungu Data Center and the Dongjiang Lake Data Center have been approved as national green data centers.
3. Unleashing the potential of industrial data resources. By deeply promoting the integration of next-generation information technology with manufacturing and vigorously encouraging enterprises to “move to the cloud and onto platforms,” we have greatly boosted the generation and utilization of massive amounts of data in our province’s industrial enterprises across various stages—including R&D design, production manufacturing, operational management, and maintenance services. As a result, new data-driven industrial models and business formats are continuously emerging. The engineering machinery and rail transit industries have developed distinctive advantages in big data, pioneering exemplary big data cases represented by the “Excavator Index.” In 2021, among the five pilot demonstration projects for big data industry development recognized by the Ministry of Industry and Information Technology in our province, the digital platform project for locomotives’ entire lifecycle, constructed by CRRC Zhuzhou Electric Locomotive Co., Ltd., took BOM data as its core, effectively addressing data needs across design, process, quality, and maintenance phases. This project has achieved integrated, collaborative, and shared data throughout the entire lifecycle, significantly enhancing product manufacturing efficiency, quality control capabilities, and maintenance service levels.
4. The utilization of industry data is deepening and becoming more practical. Big data is being increasingly integrated into various sectors—including telecommunications, finance, healthcare, emergency response, agriculture, transportation, and energy—powerfully driving digital transformation across these industries. In the realm of telecom big data, since the outbreak of the pandemic, telecom big data has become a critical tool for monitoring population mobility, making significant contributions to the precise implementation of epidemic prevention and control measures and effectively ensuring the smooth and orderly operation of social production and daily life. In financial big data, financial institutions have leveraged big data analytics, statistical methods, and model development to launch a range of data-driven financial products, greatly enhancing their data-driven risk management capabilities and precision in credit assessment. For instance, the intelligent risk-control platform developed by Tianyun Software for a certain banking system is expected to bring over 100,000 new customers to the system and provide comprehensive credit lines exceeding 10 billion yuan. In healthcare big data, databases for electronic prescriptions and laboratory tests are being rapidly established in medical institutions, significantly boosting the role of big data in clinical auxiliary diagnosis. Xiangya Hospital of Central South University has built a specialized multimodal database and, based on big data technology, developed China’s first intelligent AI system for psoriasis classification and severity scoring, which has already been applied to over 1,000 psoriasis patients. In emergency response big data, the establishment of a safety-production monitoring and sensing network has enhanced data acquisition capabilities at disaster sites, substantially improving big data’s capacity for monitoring and early warning, regulatory enforcement, rescue operations, and social mobilization in emergency response scenarios. The geological hazard monitoring, early warning, and dispatch platform constructed by Hunan Zhongda Testing has accumulated valuable experience in analyzing, forecasting, handling, and servicing sudden geological hazards. In agricultural big data, the role of big data in areas such as agricultural production, resource and environmental monitoring, and agricultural product sales has been fully realized, providing strong support for the digital transformation of sectors including crop cultivation, animal husbandry, and fisheries. In energy big data, deep applications of big data have been achieved throughout all stages—from power generation and transmission and transformation to distribution and consumption. Our province’s key-supported smart energy big data platform has already enabled access to and updates of nearly six years’ worth of data on local electricity, coal, oil, and natural gas, and has created a series of “Electricity+” data products. In 2021, this platform played a crucial role in ensuring the scientific scheduling of energy operations.
5. The industrial ecosystem is thriving and well-organized. Enterprises are rapidly growing in strength, and a number of key big data enterprises have been cultivated, including Sci-Tech Information, AsiaInfo Technologies, Tuli Group, and WisdomEye. Enterprises’ independent innovation capabilities continue to improve, with a series of core big data technologies and products developed based on their own proprietary technologies. The pace of integrated innovation among big data and next-generation information technologies—such as artificial intelligence, blockchain, and edge computing—is accelerating. The 12 provincial-level big data industrial parks under development maintain strong growth momentum, continuously enhancing their radiating and driving effects, and have become an important cornerstone for the clustering of the province’s big data industry. In 2021, the Malanshan Big Data Industrial Park in Changsha added 744 newly registered enterprises, bringing the total number of newly registered enterprises to over 2,400. The park’s annual enterprise revenue is expected to surpass 50 billion yuan. The 2021 “Malanshan Index” released by the park provides a digital profile of the development trends in China’s audiovisual product production, distribution, and consumption, systematically presenting the overall state of China’s video and cultural creativity industry in an index-based, multi-dimensional format. The Changsha Zhentong Cloud Valley Big Data Industrial Park, in collaboration with the Changsha Municipal Data Resources Administration and Huawei, has established the Kunpeng Government Cloud National Benchmark Laboratory, serving the deepened development of Changsha’s upstream and downstream ecological chain in the Kunpeng information technology industry and boosting Changsha’s efforts to become a “demonstration city for new smart cities.” The Xiaoxiang Big Data Research Institute has grown into an important new R&D institution within the province, continuously developing and iterating its “Mathematics and Enterprise Cooperation & Exchange Platform,” and has made pioneering explorations in promoting the integration and convergence of mathematics with engineering applications and industrialization.
Currently, the key issues that our province’s big data industry needs to focus on include: First, big data thinking is still in the process of being established; we need to strengthen the concepts of decision-making, management, and innovation based on data, and improve the relevant mechanisms. Second, there is insufficient motivation for data openness and sharing, and the problem of “data silos” remains prominent. Third, there are gaps and shortcomings in the foundational software and hardware for big data, as well as in critical core technologies, and open-source innovation is inadequate. Fourth, deeper integration of big data with various industries and sectors needs to be strengthened; compared with actual application demands on the demand side, the supply capacity of big data software products remains relatively insufficient. Fifth, the advancement of data classification, grading, and security protection in the big data environment needs to be accelerated.
II. Work Arrangements
Next, we will remain committed to using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, thoroughly implement the important speeches, instructions, and directives delivered by General Secretary Xi Jinping regarding Hunan Province, and, in accordance with the national strategy for big data development, focus on the following key areas of work: First, optimize the layout of data centers across the province and promote the construction of an integrated big data center system. We will build the Hunan sub-center of the National Industrial Internet Big Data Center, accelerate the aggregation, sharing, and application of industrial data from key sectors within this sub-center, and ensure smooth data collection and transmission across all domains. Second, speed up the deployment of next-generation communication network infrastructure, intensify efforts in building 5G networks and gigabit optical networks, and accelerate the rollout of industrial internet, vehicle-to-everything (V2X) networks, smart pipeline networks, and smart grid systems, thereby facilitating comprehensive data collection and transmission. Third, support universities and enterprises in collaborative innovation, promote the R&D of independent open-source frameworks, components, and tools, and actively foster an open-source ecosystem. Fourth, launch initiatives for the digital transformation of manufacturing, support industrial enterprises in carrying out digital upgrades of their equipment, promote data collection throughout the entire process—including R&D, production, operations, and maintenance—and strive to enhance industrial enterprises’ capacity to leverage data effectively. Fifth, continue to advance the integrated application of big data across various industries and fields, cultivate a number of national- and provincial-level pilot demonstration projects for big data applications, and showcase a selection of outstanding application solutions. Sixth, establish and develop 12 provincial-level big data industrial parks, encourage the clustering of big data industry clusters, and attract and nurture a group of leading big data enterprises. Seventh, improve the data security assurance system, enhance data security management capabilities, and strengthen and expand the data security industry.
